Building a sample that audit committees can follow

Committees distrust samples that feel arbitrary. They also distrust samples so large that the finance team cannot support them. For a financial audit of budget control applications, the middle path is a programme that states selection logic in plain language.

Three anchors we use

  1. Value — high commitments relative to the appropriation line
  2. Risk — lines with prior breaches, new budget holders, or merger history
  3. Coverage — at least one item from each material cost centre, even if low value

Writing the one-pager

Before fieldwork, we share a one-page sample note with management. It lists populations, selection rules, and exclusions. Surprises still happen when evidence is missing, but the logic of the sample should never be a surprise in the close meeting.

Where samples go wrong

Expanding the sample mid-engagement without documenting why undermines trust. So does hiding low-value items that were the only coverage for a quiet cost centre. We keep both the additions and the quiet coverage visible in the working papers.
